Methodology v1.0
A conservative, deterministic readiness model.
The scoring model measures self-reported operational capability. It deliberately avoids product-specific legal assumptions and never converts a score into certification.
Response weights
Every question has equal weight. “Not sure” earns no readiness credit because an unverified capability cannot substantiate readiness; it remains distinct from “No” in recommendations.

Classification guardrails
Advanced requires at least 85 overall, at least 70 in every category, no “Not sure” responses and every foundational question at “Mostly” or “Yes”. Established requires at least 70 overall and 50 in every category. Developing requires at least 50 overall and 25 in every category. Seven or more “Not sure” responses produce “Insufficient evidence” regardless of the numerical score.
Gap prioritisation
Gaps are ranked by response severity, foundational status, weakest category and stable question ID. One gap is first selected from each affected category, then any remaining places are filled from the global ranking. AI does not alter this order.
Known limitations
This is a self-reported diagnostic, not an independently evidenced audit. Equal weighting and thresholds are transparent policy choices, not empirically validated predictors of compliance. Sector-specific requirements and legal applicability must be verified separately using current authoritative sources.
