The Ecodesign for Sustainable Products Regulation establishes the legal framework for setting ecodesign requirements for products placed on the EU market. Chapter III creates the DPP framework; it does not impose one identical passport on every product immediately.
Article 9: product-specific requirements
Where information requirements provide for a DPP, the applicable delegated act defines the relevant details for the covered product group. These may include data, carrier, layout, positioning, granularity, pre-sale access, actors, update arrangements and availability period.
- The data must be accurate, complete and up to date.
- The applicable measure determines whether the passport is at model, batch or item level.
- Access rights and updating responsibilities may be differentiated.
- Product groups may be exempt in defined circumstances.
Article 10: essential DPP requirements
The ESPR connects the passport through a data carrier to a persistent unique product identifier and establishes principles for open standards, interoperable formats, machine-readability, structure, searchability, transferability and avoidance of vendor lock-in.
- A data carrier is broader than a QR code and can include other automatic-identification media.
- The applicable act specifies where the carrier is placed.
- Passport data must remain available for the period set by the applicable act.
- Access to DPP data should be free of charge and based on access rights.
Annex III: potential data elements
Annex III lists elements from which delegated acts can specify what data is required or can be included. It should not be copied into a universal mandatory-field checklist. Relevant elements can include product and operator identifiers, compliance documentation, user information, importer details and other product-specific information.
The working plan is a programme—not a finished product rule
The 2025–2030 working plan identifies priority work. Inclusion signals regulatory development and preparation relevance; it does not by itself finalise product data fields, application dates or a DPP obligation for each listed product.
